Experience managing USAID contracts or sub awards preferred. 3 years’ experience with PEPFAR programming and policies preferred. Expert knowledge in USG rules and regulations pertaining to Finance/Compliance or M&E/Compliance or practical background/knowledge of CSO Network Development. Previous experience in provision of organizational capacity strengthening in a similar role required.
Strategic Information Director	Hold a minimum of a master’s degree in demography, statistics, economics, public health, epidemiology, or a similar field. Have at least ten (10) years of PEPFAR experience developing and successfully implementing effective monitoring and evaluation systems with MER indicators. Proven experience in M&E, data quality, and data use for learning. Demonstrated skills in data management and the use of relevant analysis software (SPSS, STATA, Epi Info, Atlas.ti, ArcGIS). Proficiency in various collaboration, learning, and adaptation (CLA) approaches and experience in developing learning plans. Expertise in measuring performance and impact related to the delivery of integrated HIV services. Proven expertise in quantitative and qualitative research methodologies and operational research. Experience in preparing quarterly reports and communicating project results to non-technical audiences. Knowledge and experience in using DHIS2 for reporting, presenting, and using data. Strong analytical skills and attention to detail. Proficiency in written and spoken English.
Technical Director / Deputy Chief of Party – USAID South Sudan Care and Treatment Activity (Proposal)	Clinician with master in public health (MPH) and experience managing HIV and TB prevention, care and treatment (MD desired). Have at least ten (10) years of experience leading or delivering technical assistance in HIV and TB prevention, care and treatment programs in South Sudan or similar contexts in sub-Saharan Africa. At least five (5) years of experience working in similar or senior roles in USAID/PEPFAR-funded projects. Knowledge of USAID and PEPFAR rules and regulations and reporting requirements and/or experience working on a USAID/PEPFAR-funded project. Experience working with and strengthening technical and organizational capacity of local implementing partners. Demonstrated experience in the supervision of diverse teams of technical experts to deliver quality results. Extensive experience in leading and coordinating technical strategy planning processes, while supervising multiple work streams. Fluency in English, both written and oral (4S/4R). Experience in fragile and conflict-affected environments. South Sudanese nationals are strongly preferred.
Chief of Party – USAID South Sudan Care and Treatment Activity (Proposal)	Hold a minimum of a master’s degree in public health, business administration, international development, or a similar field. (MD, MPH qualifications desired) Have at least fifteen (15) years of proven leadership experience in implementing, managing, and delivering results in health programs in sub-Saharan Africa. Have at least ten years of program management, leadership and strategic planning experience, with a focus on HIV prevention, care and treatment programs. Knowledge of USAID and PEPFAR rules and regulations and reporting requirements and/or experience working on a USAID/PEPFAR-funded project. Proven experience in creating and maintaining effective partnerships and resource mobilization with national stakeholders and development partners. Experience in capacity building of local NGOs to ensure project sustainability. Proven experience in a similar role as a Project Leader, or equivalent for a USAID-funded project and managing a PEPFAR funded program.
Director of Administration and Finance – USAID South Sudan Care and Treatment Activity (Proposal)	A master’s degree in accounting, business administration, or a related field from an accredited university or training school is required. Certified Public Accountant (CPA) or current equivalent certification preferred. At least twelve (12) years of professional experience in accounting and finance, with progressively increasing responsibility levels, including experience on USAID/PEPFAR-funded projects (>$25M). At least five (5) years of supervisory experience. At least ten (10) years of successful financial and administrative management experience of international projects, including procurement and sub-agreement management. Experience in risk management and implementation of internal controls. Proficiency in written and spoken English (level 4S/4R).
